According to the public relations report of the Institute of Islamic Culture and Thought, quoted by Rasa news agency, Ayatollah Abbas Kaabi said at the National Conference on Islamic Governance at the Research Institute of Islamic Culture and Thought: The nature of governance means the advancement of government, which is based on the foundations, mechanisms, processes, structure, methods, techniques, management styles and rules and criteria of ruling.

He added: Government has authority, structure and duties, and true governance is the intelligent and wise implementation of these three components; In this ruling, all stakeholders should play a role; that is, the people and officials, along with the private and public sectors, should participate in the advancement of the government .

Referring to the principles of Islamic governance, the representative of the Assembly of Experts said: Divine legitimacy is the first principle of Islamic governance, and its starting point is monotheism, which is included in the second principle of the Constitution Law. Freedom combined with human responsibility before God is the belief infrastructure of Islamic governance .

He emphasized: ” believing in the people lies at the heart of ruling in Islam, but in liberal democratic systems, the political system is divided into two parts: the rulers and the nation, in which all rights and duties must be pursued;However, there are no two parts in Islam, and everyone is obliged to implement the goals and plans of Islam, and the Imam and the Ummah are not two separate identities. Allameh Tabatabai emphasizes on it in Al-Mizan, and title of this, in my opinion, is “believing in the people” (people centeredness), which has seven components .

Ayatollah Kaabi stated: The first component is the people’s vote, for which we can use the titles of “allegiance” and “consultation”; The presence of the people is more valuable than voting. It is the second component that is entrusted to the rulers in liberal democratic systems after the voting of the people. The role of the people in Islamic governance begins after voting and they must build the ruling and the system, because it is based on divine power and it is alive through the people .

Referring to the people’s participation in all matters, he said: goodwill for the Islamic system and the urgent need to pay attention to public opinion in Islamic governance is one of the components of people-centeredness; The ruler has the duty to obtain the consent of the people and listen to their requests, because the people play a role in the cohesion and unity of the society. The last component is staffing from among the people .

Referring to the development and advancement of people as one of the components of people-centered leadership, the member of the board of directors of the Assembly of Experts stated: In governance, people should be developed, is aspects like intellectual, religious, enlightening, social cohesion, ethics, spirituality, and excellence. Believing in people has constituents that should be taken into consideration and operationalized in Islamic governance .

By clarifying that Islamic governance is people-centered and based on Wilayat, he stated: It may be said that there is anti-corruption and efficiency in liberal systems too, so why is it counted as an advantage of Islamic governance? [in response to that, we can state] The objectives of the two political systems are different, and the principles of governance based on Malik Ashtar’s letter and the phrase “Istislah Ahleha”(استصلاح اهلها) are in accordance with the duties of the government and the effort to realize the pure life((حیات طیبه, which should be based on the religious governance and the regulation of the peoples relationship with God, wiping the social gap and poverty, the authority of values and the elimination of anti-values in order to achieve efficiency .

The representative of the people of Khuzestan in the Assembly of Experts emphasized the importance of justice in Islamic governance and stated: Progress should not be prevented under the name of justice, and justice should not be sacrificed to achieve progress and the realization of justice should not be delayed because of progress. Power is entrusted from God for the realization of pure life; Human dignity should be paid attention to in the path of growth and development.

He continued: It is important to revive people’s capacities in all fields, and this presence should not be limited to political and economic aspects. It should be said that here the life of Imams is the criterion, as well as the ruling of the 2 leaders of the revolution, which shows that the presence of people in all fields is necessary.. Clarity of goals and duties and is one of the characteristics of the Prophet’s governance .

Ayatollah Kaabi continued by referring to the governance of the Messenger of Allah, and stated: absolute attraction based on divine mercy is another characteristic of the ruling of the Holy Prophet and after that, the realization of morality and spirituality in governance, decisiveness in the fight against crimes, corruption and warfare against God, were in the life of the Messenger of God. Because he did not tolerate the existence of insecurity in Islam. Wisdom and management in the governance, are from social capital and resources, because governance is the advancement of the government, not just directives and laws, but coordination, synergy, strategy, feedback and error correction, which must happen based on wisdom and management .

The member of the Qom seminary community of teachers said: In practice, governance requires prerequisites without which it cannot move forward; Organizing and networking is necessary to realize the goals and duties of the religious government and also pioneering of the revolutionary forces in all fields; Focusing on the blind spots in people’s lives, especially the livelihood [and economic] spots, is vital to achieve peoples participation.

In the end, he pointed out: Civilizing ijtihad in accordance with the fifth decade of Islam, is substantial in Islamic governance, which must be pursued based on science and technology. Resistance against the domination systems and planning to pass from the west based on the slogan of ‘neither east nor west’ is also very important and should not be neglected .
